CV #10(C): Active Federal Pharma Lobbying Registrations, Vaccine Injury Compensation Program

According to the Federal Lobbying Registry, there are 69 ACTIVE registrations that are flagged under the search word of “vaccine”. This includes multiple registrations from the same company, and a few irrelevant hits. Lobbyists aren’t cheap, and there is considerable money tied up in all of this.

Also, what exactly is going on with that proposed vaccine injury compensation program?

We as Canadians pride ourselves on our commitment to each other. By getting vaccinated, we protect one another and our way of life. Vaccines are safe, effective and one of the best ways to prevent serious illness like COVID-19.

Vaccines are only approved in Canada after thorough and independent review of the scientific evidence. They are also closely monitored once on the market and can quickly be removed from market if safety concerns are identified. Notwithstanding the rigour of clinical trials and excellence in vaccine delivery, a small number of Canadians may experience an adverse event following immunization, caused by vaccines or their administration.

Like any medication, vaccines can cause side effects and reactions. After being vaccinated, it’s common to have mild and harmless side effects — this is the body’s natural response, as it’s working to build immunity against a disease. However, it is also possible for someone to have a serious adverse reaction to a vaccine. The chances of this are extremely rare — less than one in a million — and we have a duty to help if this occurs.

It is for this reason that the Public Health Agency of Canada (PHAC) is implementing a pan-Canadian no-fault vaccine injury support program for all Health Canada approved vaccines, in collaboration with provinces and territories. Building on the model in place in Québec for over 30 years, the program will ensure that all Canadians have to have fair access to support in the rare event that they experience an adverse reaction to a vaccine. This program will also bring Canada in line with its G7 counterparts with similar programs, and ensure the country remains competitive in accessing new vaccines as they become available.

Quick facts
Serious adverse reactions to vaccines are extremely rare. They happen less than one time in a million.

It was announced on December 10, 2020, that a vaccine injury program would be launched in cooperation with the Provinces. That was 2 1/2 months ago, and no details have emerged. Considering that mass vaccination is going on NOW, this is pretty urgent.

In “collaboration with the Provinces” implies that they will have to go along with it as well. If history is any indictation, Federal-Provincial talks go very slowly.

While it’s claimed that vaccines undergo serious testing PRIOR to their approval, that isn’t really the case. Details will be provided in the next section.

2. Vaccines Approved While Still In Testing

30.1 (1) The Minister may make an interim order that contains any provision that may be contained in a regulation made under this Act if the Minister believes that immediate action is required to deal with a significant risk, direct or indirect, to health, safety or the environment.

People naturally assume that a medical product (such as a vaccine), is thoroughly tested prior to being approved. Actually, the Section 30.1 of the Food & Drug Act allows the Health Minister to sign an Interim Order and approve almost anything. And yes, such an Order was signed by Patty Hajdu.

Postmedia Subsidies & Connections May Explain Lack Of Interest In Real Journalism

Postmedia owns the bulk of the media outlets in Canada. This includes both mainstream news, and many smaller ones. It is also heavily subsidized by the Government, which in reality, means the taxpayers. Is that the reason why they don’t properly cover this so-called “pandemic” in Canada?

1. The Media Is Not Loyal To The Public

Truth is essential in society, but the situation in Canada is worse than people imagine. In Canada (and elsewhere), the mainstream media and fact-checkers are subsidized, though they deny it. Post Media controls most outlets in Canada, and many “independents” have ties to Koch/Atlas. Real investigative journalism is needed, and some pointers are provided.

3. Many Programs Available For Media Firms

It was outlined earlier, some of the taxpayer subsidies that media companies can get. These include:
[A] Digital News subscription Tax Credit (15% rebate)
[B] Refundable Labour Tax Credit (up to 25% of salaries)
[C] Canada Periodical Fund (75% of expenses, up to $1.5M)
[D] Special Measures for Journalism (75% of expenses, up to $1.5M)

Now, we have the Canada Emergency Wage Subsidy, which is even more handouts in order to keep otherwise unprofitable media solvent. In fairness, Postmedia does bring in over $100 million per quarter, according to its financials. But one has to wonder what strings are attached to these grants, such as the type of coverage provided to the public.

Granted, many businesses that have nothing to do with this industry are eligible as well for the CEWS.

Canada Emergency Wage Subsidy
.
On April 11, 2020, the Government of Canada passed the Canada Emergency Wage Subsidy (“CEWS”) to support employers facing financial hardship as measured by certain revenue declines as a result of the COVID19 pandemic. CEWS currently provides a reimbursement of compensation expense to June 2021 provided the applicant has met the applicable criteria, which has been established up to March 13, 2021. During the three months ended November 30, 2020 the Company recognized a recovery of compensation expense of $6.6 million related to CEWS. As at November 30, 2020, the Company has an amount receivable related to CEWS of $5.6 million included in trade and other receivables on the condensed consolidated statement of financial position (August 31, 2020 – $13.0 million).

Journalism Tax Credits
.
On June 21, 2019 the federal budget was approved which contained measures specific to the news media industry including a journalism tax credit whereby qualifying Canadian news organizations may apply for a refundable labour tax credit applied to the salaries of journalists. In December 2019, the Canada Revenue Agency (“CRA”) issued the Application for Qualified Canadian Journalism Organization Designation and guidance related to the eligibility, qualifications and determination of the refundable labour tax credit which was further clarified in April 2020. On November 19, 2020, the Company received its designation as a Qualified Canadian Journalism Organization.

On October 2, 2019, the Government of Quebec announced a similar refundable labour tax credit to be applied to the salaries of journalists in Quebec provided an entity receives an eligibility certificate issued by Investissement Québec.

Both the federal and Quebec journalism tax credit legislation include provisions to reduce the qualifying salaries and wages eligible for the credit for other forms of assistance received including CEWS. During the three months ended November 30, 2020, the Company recognized a recovery of compensation expense of $1.5 million related to the journalism tax credits (2019 – $2.4 million). As at November 30, 2020, the aggregate journalism tax credit receivable of $12.3 million is included in trade and other receivables on the condensed consolidated statement of financial position (August 31, 2020 – $10.8 million). The recognition of the journalism tax credits receivable is based on the Company’s interpretation of the federal budget and the related legislation. Actual amounts received may differ from the amounts currently recorded based on future CRA and/or Revenue Québec interpretations of eligibility, qualifications and determination of the tax credits.

To its credit, Postmedia is open about the subsidies it gets. They build into the financials the anticipated refunds from the Canada Revenue Agency. Now that they have their status as Qualified Canadian Journalism Organization, this seems inevitable.

This is hardly all of them, as this has been going on for a very long time. The search came up with 216 donations to these various groups. Given all of these outlets that are controlled by Postmedia, and propped up by Government subsidies, is it any wonder that there is no real criticism of this “pandemic”?

6. Connections Of Postmedia Board Of Directors

Janet Ecker (Director)

Janet Ecker recently retired from the role of President and CEO of Toronto Financial Services Alliance, having served in the role for nearly 13 years. Ms. Ecker served as a member of provincial parliament in Ontario from 1995 to 2003 and held the portfolios of Minister of Finance, Minister of Education, Minister of Community and Social Services and Government House Leader. In 2002 she was the first woman to deliver a budget in Ontario.

In November 2016, Ms. Ecker was named a Member of the Order of Canada for being a leader in the financial industry.

Janet Ecker was a Cabinet Minister in the Government of Mike Harris (who was succeeded by Ernie Eves). She was part of the Ontario Progressive Conservative Party…. which now back in power, headed by Doug Ford.

Vincent Gasparro (Director)
.
Mr. Gasparro is currently the Managing Director, Corporate Development & Clean Energy Finance, at Vancity Community Investment Bank. Previously he served as the Principal Secretary in the Office of the Mayor of Toronto and held various roles in private equity with Lynx Equity Ltd. and its affiliates. Prior to that Mr. Gasparro served as Special Assistant in the Office of the Prime Minister. Mr. Gasparro is a graduate of York University (BA), earned an MSc from the London School of Economics and an MBA from the Villanova School of Business in Philadelphia.

Gasparro worked in the Office of the Mayor of Toronto under John Tory. He also worked in the Prime Minister’s Office under Paul Martin. Martin was succeeded by Dion, Ignatieff…. and now Justin Trudeau.

Andrew MacLeod (Director)
.
Mr. MacLeod is the President and Chief Executive Officer of Postmedia Network Inc. He joined Postmedia in 2014 as EVP and Chief Commercial Officer and served as President and Chief Operating Officer in 2017. Prior to joining Postmedia, Mr. MacLeod held a number of senior executive positions in the technology sector, including serving as the Senior Vice President & Regional Managing Director of North America at BlackBerry. Mr. MacLeod also currently serves as a Director on the board for Waterfront Toronto and Communitech. Mr. MacLeod is a graduate of Western University (BA).

This could be entirely coincidental, but BlackBerry did get a large contract to build a national contact tracing app for Canada. The Postmedia Directors are very connected.

Graham Savage (Director)
.
Mr. Savage is a corporate director, and from 1997 to 2007 he was Chairman and Founding Partner of Callisto Capital, a private equity firm. Prior to that, Mr. Savage spent 21 years as a senior officer at Rogers Communications Inc. Mr. Savage is currently the Chairman of Sears Canada Inc. and a director of Cott Corporation. Mr. Savage previously served as a director of Canadian Tire Corp., Rogers Communications Inc., Sun Media Corp., Royal Group Technologies Ltd., Hollinger International Inc., among others.

Savage was a Senior Officer at Rogers. Guess who else worked there? John Tory, former head of the Ontario Progressive Conservative Party, and current Mayor of Toronto. Tory is a former President and CEO of Rogers Media.

This is just a few of them. It doesn’t exactly look like these are arm’s length relationships.

7. Postmedia Debt Restructuring, 2016

In return for being able to get around millions in debt, Postmedia has had to give up 98% of the stock value to its creditors. Or rather, it allowed so much stock to be printed that current shareholders saw their investments plunge. This came from a court approved arrangement in 2016. The case file number is CV-16-11476-00CL.

8. Postmedia Lobbying Federal Government

Interestingly, Postmedia had lobbied the Federal Government over the years. One of the subjects was allowing foreign investment into the company.

As an aside, one of the firms lobbying was Capital Hill Group, the same firm that is helping G4S get more security contracts from Governments.

9. What Does All This Mean For Canada?

All of these subsidies and political connections may explain why this media conglomerate does no real journalism surrounding this “pandemic”. The Directors and various politicians are all connected, and no one wants to lose their tax subsidies.

It’s Canadians who lose. Instead of acting as a check on government overreach, media talking heads like Brian Lilley are all too willing to parrot back the talking points they are handed.

The President of CHG, David Angus, worked in the Prime Minister’s Office when Brian Mulroney was PM. Admittedly, this is rather strange. G4S has 24 registrations filed with the Office of the Lobbying Registry since 2015, but has made only 1 communication with public officials in that time? Right….

It seems that Capital Hill Group has been lobbying Ontario for work as well. Currently, Ontario is run by Doug Ford. This man calls himself a “conservative”, despite stripping people of their livelihoods.

Yes, this dates back to March, but Erin Iverson did meet with officials in B.C., on behalf of G4S. The company “is a major provider of security services in Canada and around the world”.

15. G4S Acquired By Allied Universal/Blackstone

Some developments on G4S Security itself: On December 8, 2020, it was announced that Allied Universal (a U.S. company) would be purchasing G4S (a British Company). Allied itself was bought out by the Blackstone Group in 2008. Blackstone is a very large investment firm based out of New York. Without going into too much detail, it’s a huge.

The Blackstone Group (through Allied Universal) owns G4S, the company that Brian Pallister hired to police parts of Manitoba. This was “in the name of safety”, of course. What if Pallister decides that G4S needs to detain and imprison people — which they have done professionally? What if they run intelligence and surveillance on Manitobans? See the previous piece.

Depending on how aggressive the lobbying is, more parts of Canada could end up like this. But hey, it’s all about fighting a virus, right?

Who’s Pulling Steven Guilbeault’s Strings? (Part 1: Eco-Movement)

Steven Guilbeault, the new Heritage Minister of Canada, was arrested in 2001 for climbing the CN Tower. While obviously an eco-supporter, there is more to him than meets the eye.

In 2018, Équiterre took in some $5 million in revenue. The majority of which went to the group’s employees. Incoming money has been high for quite a while.

Équiterre welcomes the regulatory tightening in the federal government’s new climate plan, but reiterates the need for new and more ambitious targets – an obligation in order to face the climate crisis.

“Will we get it right this time – will we finally meet our targets? Let’s hope! The European Union just unveiled its new target of reducing GHGs by at least 55% by 2030 compared to 1990 levels. For its part, Canada is still working within a scenario of a 30% reduction in emissions by 2030 compared to 2005 levels, despite its intention to improve this target. Today’s announcement is progress in our current scenario, but our current scenario is not adapted to the climate emergency,” says Marc-André Viau, Director of Government Relations at Équiterre.

One has to wonder why Guilbeault was selected as Heritage Minister, instead of Climate Change Minister. This is clearly where his group’s passion is.

6. David Suzuki Foundation Lobbies Guilbeault

The David Suzuki Foundation has lobbied Guilbeault for a “green budget”, and for the 2020, 2050 agendas. Interesting that they also list Implementation of Canada’s Policy for the Conservation of Wild Pacific Salmon in their profile.

7. Climate Action Network Lobbies Guilbeault

Climate Action Network is advocating for the destruction of the oil & gas sector by cutting off potential subsidies and tax breaks. They also are on board with the climate change agenda.

Environmental Defense Canada has also lobbied Guilbeault on a number of environmental initiatives.

It’s also interesting to note that CCM was lobbying the Prime Minister’s Office as recently as 2019. Guess what? Now, one of their people, Steven Guilbeault, is in Cabinet, and has direct access to the PMO. That is pretty convenient.

10. Did Guilbeault Really Leave The Movement?

Steven Guilbeault, one of the most well-known faces in Quebec’s environmental movement, has announced he is leaving his job, but not abandoning the cause.

“I’ve made the very hard decision to leave Équiterre after being, in a way or another with the organization for 25 years, not because I don’t like working at Équiterre and not because I don’t love the people who are here,” he said during a news conference Friday.

Guilbeault, who co-founded Équiterre and has been a senior director since 2007, says he is stepping down because he wants to explore “new elements of the fight against climate change.”

He is going to work with Cycle capital management, which he called one of the biggest fund managers for clean technology in Canada.

He will also work as a public relations advisor with Copticom, a company specializing in green and social economy issues.

He and Sidney Ribaux co-founded Équiterre in 1993, a citizens’ group that aimed to find solutions to issues such as pollution and large-scale industrialization.

Ribaux said Guilbeault is an incredible communicator, and credited him with making environmental issues more accessible.

A legitimate question needs to be asked: has Steven Guilbeault actually left the movement? Or is he using his position as a Cabinet Minister to implement policies that he couldn’t otherwise have done? Is he really a public servant, or an operative who’s infiltrated the Government?

CV #4(C): Crestview Strategy’s Ashton Arsenault Takes Over Lobbying For GAVI

The Gates Foundation lobbies the Canadian Government, but not directly. It uses proxies. GAVI (the Global Vaccine Alliance), is heavily funded by Gates, and it employs a lobbying firm called Crestview Strategy. Crestview was co-founded by Rob Silver, husband of Katie Telford, and is well connected. Lobbyists are dispatched to Ottawa to try to get more taxpayer money.

The most recent to sign up is Ashton Arsenault.

Keep in mind, lobbying is legal (for the most part), as long as all meetings are documented, and available to the public. Doesn’t make it any less underhanded though.

1. Ashton Arsenault Latest Shill For GAVI

Ashton Arsenault is a senior consultant with Crestview Strategy based out of the Ottawa office.

Prior to joining Crestview, Ashton worked as a political aid on Parliament Hill where he was responsible for parliamentary affairs and issues management for the Minister of National Revenue. Prior to that, he worked as a legislative researcher in the Official Opposition Office in Prince Edward Island. He continues to volunteer in electoral politics at the federal level.

Ashton has been involved in politics for several years, serving as a campaign manager for a Conservative candidate in the 2015 General Election. As well, he served as the University of Prince Edward Island’s Chair of Council from 2011-2012.

Ashton holds a Bachelor of Arts in Political Science from the University of Prince Edward Island and a Master of Political Management from Carleton University in Ottawa.

Zakery Blais worked for (Liberal) MP David Lametti, and Jason Clarke volunteered for (Liberal) candidates in Ottawa for the 2015 election. Arsenault has ties to the Conservative Party of Canada, showing that this is not simply a partisan issue.

Make no mistake, lobbying is a very effective way for corporations to get what they want. In total, GAVI has secured over $1 billion in funding, from different administrations.

2. Arsenault Also Represents Medicago

Arsenault is also lobbying on behalf of Medicago, which is working with GlaxoSmithKline to develop a plant-based vaccine for the coronavirus.

3. Arsenault Frequently A CPC Talking Head

Ashton Arsenault regularly appears on television in order to sell CPC talking points to a gullible crowd. This is, of course, not unique to Conservatives. All of these “debates” on screen are arranged to address pre-planned scripts for the public.

Arsenault has donated several times to the Conservative Party of Canada, but the amounts aren’t enough to draw much attention.

4. Arsenault Replaces Zakery Blais

Zakery Blais was previously a lobbyist for Crestview Strategy, on behalf of GAVI. He appears to have since left the firm. Blais also worked for David Lametti (yes, the sitting Attorney General), back when he was a Parliamentary Secretary.

During the years of 2016 to 2018, David Lametti was a Parliamentary Secretary the Minister of Innovation, Science, and Economic Development. Since early 2019, however, he has been the Attorney General of Canada.

As addressed here, Zakery Blais was an Assistant to Lametti when he was a Parliamentary Secretary. Now, he works for the lobbying firm, Crestview Strategy, which was co-Founded by Rob Silver, Katie Telford’s husband. Blais has been a lobbyist pushing for public money for his then client, GAVI

Michelle holds a degree in economics. Highlights of her many honours include being named one of Canada’s Top 100 Most Powerful Women by the Women’s Executive Network, Calgary’s “Top 40 under 40”, and being named twice by Maclean’s Magazine as their Parliamentarian of the Year – Rising Star calling her “one of the government’s most impressive performers.” Michelle is also a Young Global Leader, invited to be so by the World Economic Forum. The World Economic Forum calls the Forum of Young Global Leaders a “unique and diverse community of the world’s most outstanding, next generation leaders.” Rempel was also recently named one of “Alberta’s 50 Most Influential People”.

Although the link seems disabled, Rempel is held in high regards by the World Economic Forum. She is part of the Young Global leaders. This raises the legitimate question of who she really serves. Information is also available on her website.

When Rempel-Garner openly and publicly calls for the entire Canadian population to be vaccinated, who’s really speaking? Is it her, or the drug companies who lobby her?

5. AZ Pushing Canada For GLOBAL Pharma

Canada’s Access to Medicines Regime provides a way for the world’s developing and least-developed countries to import high-quality drugs and medical devices at a lower cost to treat the diseases that bring suffering to their citizens. It is one part of the Government of Canada’s broader strategy to assist countries in their struggle against HIV/AIDS, tuberculosis, malaria and other diseases.

Just so we’re clear on what’s going on, AstraZeneca is pushing for Canada to buy vaccines so that they can be provided at little or no cost to the 3rd World. In short, Canadian taxpayers would be on the hook for vaccinating other countries. Of course, this is in addition to getting a domestic supply.

9. AstraZeneca Ordered To Pay Money

AstraZeneca LP, a pharmaceutical manufacturer based in Delaware, has agreed to pay the government $7.9 million to settle allegations that it engaged in a kickback scheme in violation of the False Claims Act, the Justice Department announced today. AstraZeneca markets and sells pharmaceutical products in the United States, including a drug sold under the trade name Nexium.

“We will continue to pursue pharmaceutical companies that pay kickbacks to pharmacy benefit managers,” said Acting Assistant Attorney General Joyce R. Branda of the Justice Department’s Civil Division. “Hidden financial agreements between drug manufacturers and pharmacy benefit managers can improperly influence which drugs are available to patients and the price paid for drugs.”

The settlement resolves allegations that AstraZeneca agreed to provide remuneration to Medco Health Solutions, a pharmacy benefit manager, in exchange for Medco maintaining Nexium’s “sole and exclusive” status on certain Medco formularies and through other marketing activities related to those Medco formularies. The United States alleged that AstraZeneca provided some or all of the remuneration to Medco through price concessions on drugs other than Nexium, namely on Prilosec, Toprol XL and Plendil. The United States contended that this kickback arrangement between AstraZeneca and Medco violated the Federal Anti-Kickback statute, and thereby caused the submission of false or fraudulent claims for Nexium to the Retiree Drug Subsidy Program.

In 2003, AstraZeneca had to pay $355 million to resolve criminal charges and civil liabilities related to marketing practices and drug pricing.

In 2010, AstraZeneca was forced to pay $520 million to for a fraud case that involved allegations of bribery and kickbacks in order to push schizophrenic medications.

In 2015, AstraZeneca was ordered to pay $7.9 million in a kickback scheme. Seems that the finances weren’t exactly on the level.

AstraZeneca has also been in Canadian courts many times, often involving patents and intellectual property disputes.
